Abstract
The need for digital transformation for emerging economies are substantial, promising unprecedented paces in socioeconomic development and regional and global integration. It is of significant concern that the digital sector‘s rate of growth is surpassing that of the traditional economy on a global scale. Consequently, nations that fail to engage in digitalization efforts may find themselves at a growing disadvantage. In this context, Cambodia has prioritized its country strategy toward the development of digital economy and society, as articulated in Pentagonal Strategy Phase 1. This article examines Cambodia’s digital skill development landscape against the backdrop of such transformational imperatives. It uncovers the systemic challenges that obstruct progress from supply-side perspective, alongside opportunities afforded by demographic trends and its ecosystem.
