Abstract

Rural micro-entrepreneurship is a critical driver of socio-economic development in Southeast Asia, yet it remains fragmented and vulnerable. This urgency is emphasized by the fact that over 700 million individuals globally continue to reside in extreme poverty. Malaysia’s policy frameworks (e.g., the MADANI Economy and MyDIGITAL Blueprint 2021–2030) echo global goals by emphasizing inclusive entrepreneurship and pledging to “leave no one behind” theedgemalaysia.com. However, a stark disconnect persists between these policy aspirations and rural realities. For example, in Bidayuh communities of Sarawak, many micro-entrepreneurs remain isolated from the opportunities promised by national agendas. Key barriers include a persistent digital divide (inadequate connectivity and skills) and structural market challenges (weak branding, narrow market access, minimal support networks). These deficiencies hinder rural entrepreneurs in their efforts to adopt technology or access wider markets. Existing support programs tend to operate in silos and lack the sustained, integrated approach needed for long-term success. To address these difficulties, this article presents a 3D-IMPAK paradigm focusing on Digital Transformation, Indigenous Empowerment, and Social Enterprise. The framework reconceptualizes rural entrepreneurship as a platform for cultural resilience, digital inclusion, and community agency. By promoting digital literacy, indigenous branding, and cooperative business models, 3D-IMPAK strives to solve structural gaps in the ecosystem. This method connects with Malaysia’s digitalization and equity aims while advancing many Sustainable Development aims. 3D-IMPAK provides Bidayuh micro-entrepreneurs with a customized framework to enhance resilience, competitiveness, and dignity in the digital era.
