Abstract

This study was investigated and analysis the cost involved in establishing infrastructures and Celcom (Cellular Communication Network Malaysia Sdn. Bhd) as a case study. Project cost consists of direct cost such as equipment, material, site preparation, foundation and piling instrumentation and labor) and indirect cost for example temporary utility, consumables, cleaning, freight unloading at site, transportation, administration cost and communication. Celcom is a one company was growing up at a short of time. Since 1992 celcom has established one hundred sixty projects completed. Every year they have establish their infrastructure twenty-seven project. For one project (cabin construction or room renovation, guyed mast or tower erection) cost amount is about 30,000 RM-800,000 RM. From research Celcom implementation their Radio Base Station (RBS) base on customer requirement. For large coverage area they have to erection the tower, and for small of area coverage just erected guyed mast. The method used estimate cost of establishing the infrastructure is base on experience, because of so many project implementation, Celcom come out with their standard rate of schedule. Used this standard rate of schedule and multiply by volume or area or quantity of the material or work so Celcom estimation their cost amount of that project. The cost amount also must agree by panel contractor, so the project award. Because of have their standard rate of schedule, panel contractor good performance, panel contractor and organization structure is systematic, celcom establishment their infrastructure faster and efficiency.
